Household Waste Recycling Sites – User Guidelines
There are a number of restrictions in place at the Household Waste Recycling Sites (HWRS) to ensure a good service is provided.
For the use of householders only
Only household waste is accepted and must be delivered to the site by the person who produced the waste.
Height Restriction - vehicle height must not exceed 2.2 metres (7ft 2inches) tall.
Weight Restriction - gross vehicle weight must be less than 3 tonnes.
Trailer Restriction - trailers with internal dimensions no greater than 2.0m long x 1.3 wide (6ft 5inches x 4ft 2 inches)

Reason for the above restrictions include the following:
To minimise trade waste entering the sites. It is against the law to dispose of waste produced in the course of a business at a HWRS. Most trade vehicles are larger vehicles/vans and trailers.
To allow site users safe access to the site - larger vehicles impose Health and Safety problems for other users.
Overheight facilities
The following sites provide access for oversize vehicles:
Burgess Hill
Crawley
East Grinstead - only available as an over-height site Monday to Friday
Worthing - this site has a weight limit of 3.5 tonnes
Using commercial vehicles or trailers
If you use a commercial vehicle or trailer to take waste to a HWRS you can expect to be questioned about the source of the waste by the site operatives. Staff will turn away any vehicle that they believe to be carrying trade waste.
To meet legal requirements you may be asked to complete a disclaimer form, stating what the waste is and where it came from. Drivers who give false information about the waste they are trying to deposit may face legal action.
Construction and Demolition Waste - 200kg weight limit (small car boot or domestic trailer load).
Only small amounts of householders' DIY waste can be accepted at HWRS.
This includes rubble, bricks, fencing, doors, window frames, soil and masonry regardless of the source.
Plasterboard, plaster and gypsum based products can ONLY be accepted at Burgess Hill, Chichester (Westhampnett) and Crawley HWRS.
If you are undertaking a DIY project that is going to produce a large amount of construction and demolition waste then you will need to make arrangements to dispose of the waste yourself.
Alternative options for construction and demolition waste disposal
Hire a skip or Hippo Bag
Deliver the waste to a trade/private waste facility
Contact your local District or Borough Council - they may offer a bulky waste collection service.

The Environmental Protection Act 1990 defines three types of controlled waste:
Household
Commercial
Industrial
The controlled Waste Regulation 1992 states that:
Waste arising from works of construction or demolition, including waste arising form work preparatory thereto, shall be treated as INDUSTRIAL WASTE.
The word 'construction' includes improvement, repair or alteration.
West Sussex County Council do not have a duty to dispose of this type of waste. The sites are not designed to deal with large amounts of construction and demolition waste.
Security cameras
Security cameras assist with monitoring the use of the Sites to prevent inappropriate waste delivery. Traders are not permitted to utilise Household Waste Recycling Sites for their waste disposal. This also ensures that residents / tax payers get value for money for the facilities they are entitled to.
The cameras ensure that the sites meet the requirements for the Duty of Care provisions where only the correct types of waste are permitted to be delivered to these facilities.
They are also important for audit arrangements with the Site Operator, Viridor.
Webcams are to be added to each of the sites (currently only two are in existence - Burgess Hill and Worthing) to enhance the security measures and to help people decide when best to make their visit.
These rules will be enforced by the site operators on behalf of the County Council. Please take time to become familiar with them. It is in the interests of us all to make sure that HWRS are used to take in household waste, and not for other purposes. The benefit will be a faster and more efficient recycling and disposal service for every household.
